The Seven of Cups (Seven of Ice in the Penguin tarot deck) is the card that represents having too many opportunities or options presented to you at once, and you are unable to choose. It can also indicate that there is an illusion as well as having the type of thinking that is not aligned with reality. That is only because you may think an opportunity represented to you looks like it is promising which it is not. When it appears promising, you have high hopes and it is one of those things that really is too good to be true.
An example of that is that you are presented with an opportunity that looks like it will give you a chance to make a lot of money and gain some fame. But in reality, the opportunity is either a scam, or it is not nearly as helpful as it is made to appear. This card can also be associated with shiny object syndrome.
It is also a card that represents you fantasizing about the future about taking specific actions to get you aligned with it as well.
When the Seven of Cups is in reverse, it is indicative that you made a choice, you are aligned with reality, you know your personal values or you are too overwhelmed by choices.
Astrologically this card is linked to Venus in Scorpio.
